Technical writing is technically still writing, no matter how technical or complicated it gets. But if you want other people to understand how to do something or use your product, then you've got to explain it in a clear, concise manner. Too much techno-mumbo-jumbo, and readers' eyes glaze over and attention spans dissipate. But giving too little information prevents the full scope of the subject matter from being explained.
